Systems Engineering Economics (SEE) is the application of economic principles to the development of any decision analysis system so as to optimise the functionality of the system through an appropriate balance between hardware, software and human resources capabilities described in terms of technique. This optimization is also combined with considerations of how to satisfy such questions as the cost of systems acquisition (incuding design, implementation, commissioning, user and constituency training), operations and maintenance. Besides vertical costs and margin structures SEE also includes financial questions such as cash flow and return on investment.
